I run the file and the system is error.

Then I uploaded that file to VT. Some AVs detected it but I scanned that file with webroot. Webroot not detect it.. what that means?

IE have they own options for smartscreen:

Internet explorer -> Options -> advanced options -> Enable SmartScreen filter (uncheck to disable)

I will tell you here the details.
Before I testing on all products. I make everything is ready. Include disable WD, smartscreen, amd install 7zip, mbam and hmp. Then I make snapshot
Only this test, its block all files.

Did you watch all my videos? you will not see any smartscreen block files....
