Normal, since Windows 8.1 will replace Windows 8. Current Windows 8 users can upgrade for Free, unless you're upgrading from Core to Pro.
Apple charges much less for their software, but you have to pay high costs of the hardware.

Windows 8 to Windows 8.1. As previously announced, this version will be free and available from the Windows Store for electronic download and install.

Pricing: Windows 8.1 and Windows 8.1 Pro. For those who buy the Full version of Windows 8.1 at retail or online, the pricing will be the same as the Upgrade pricing for Windows 8: $119.99 for Windows 8 "Core" and $199.99 for Windows 8 Pro.

Pricing: Windows 8.1 Pro Pack. Those with Windows 8.1 "Core" can upgrade to Windows 8.1 Pro and Windows Media Center for $99.99.

Pricing: Windows Media Center. Those with Windows 8.1 Pro can purchase just Windows Media Center for $9.99.

Windows 7 to Windows 8.1. If you upgrade to Windows 8.1 from Windows 7, you can bring your documents and other files, but you will need to reinstall all of your applications.

Windows XP/Vista to Windows 8.1. Microsoft says that Windows 8.1 is not designed as an upgrade from these systems. "Consumers still wanting to upgrade from Windows XP or Windows Vista should buy the retail DVD instead of using the download and boot from the DVD to do a clean install of Windows 8.1. Note: files, settings and programs will not transfer – Consumers will need to back up their files and settings, perform clean installation, and then reinstall their files, settings and programs."

Are there any positive things to make an individuals want up-grading to Windows 8.1. For example very hard to back-up and restore your PC,with-out ReImg Manager by Slimware Utilities. Suggestions? Also, the any
positives points?

Positives features of Windows 8:
- Latest software from Microsoft.
- Windows Store for Apps; 1-click install / uninstall. No spyware or unwanted toolbars.
- Sync'd settings and Store apps across other devices using the same MS account.
- Easier to reset Windows 8 to default, without fussing over "do I have the installation disc or recover console"
- Comes with Flash Player for IE browser.
*Solely based on my opinion.

What OS are you upgrading from?

Backup and Restoring on Windows 8 is easy, but time and process may take longer than other software(s).
So when they're ready, Slimware will push out a release for Windows 8.1 support.

you can expect to pay $120 for Windows 8.1 and $200 for Windows 8.1 Pro, if you are not upgrading from Windows 8.

Luckily the upgrade is FOR FREE. I'm already using the new official Windows 8.1 PRO. The Upgrade did not delete my data- I've kept them. My opinion, Microsoft did a fantastic job! The new Windows 8.1 is amazing- compared to Windows 8. Gush, I've finally started using Metro Apps!
The price: Depends on where you are- REALLY! It's the same with Windows 8- Like Freddy already said, you can expect to pay 100 bucks for the Standard version and 200 for the PRO version.

When Windows 8 came out I remember Microsoft made some promotions, so maybe, just maybe they'll do this again. Capitalism, you know- they want people to get Windows 8.1. ^^

Postivies: I like the new Skydrive integration and the renewed system interface(search- yea, they finally improved the search, interface, customization etc)
