Win 10 Restart/Shutdown Query

Win 10 64 fresh install.

I have noticed difference in system bootup with restart & shutdown.

Restart - On restarting system the famous black screen with mouse arrow is there & boot time is little increased too.
Shutdown - On shutdown & starting the system the famous black screen with mouse arrow is not there & boot time is good too.

Any one have noticed the same behavior on their system?

Well in my HP Laptop (Windows 10 64bit).

Usually restart takes longer and a famous black screen or loading loop occur due to the fact its back to be cold boot. (No Fast Startup)

Meanwhile Shutdown is implemented to have Fast Startup/boot way back introduced on Windows 8 to provide a cache to load the contents easily.

Is this a custom build, or branded laptop / desktop?

Mine is HP Pavilion DV4T-1400 OEM Laptop.
