Hi Yesnoo , My System reserved is 500 Mb & free 178 MB Win 10 64
I remember mine was too something like this.
Now why 3 mb free, dont know?

Windows Defrag is scheduled & set to defrag all the drives.
C & E shows 0% fragmented.
System reserve shows 23% fragmented, is the 3 mb only free coz of this?

I do not know why this is the condition of your system reserved 23% is alot of fragmentation but I would say don't be over concerned if windows itself is not giving you any warnings or errors. :)
[Update] I 've just had a quick whiz around on the net about system reserved fragmentation and overall the general view is not to worry about it and that its fragmentation would have minimal impact on your system performance.

Ok, I checked with MiniTool the contents of system reserved partition

Attached is the screenshot
2 big files are there
283MB - Guess its of AX64 Time Machine boot restore option
176MB - Guess its from Android x86 I had tried on the system
