That is not what Microsoft says. cf. http://blogs.windows.com/bloggingwindows/2015/05/13/introducing-windows-10-editions/If you have a retail version of Win 7/8/8.1, you'll get a retail version of Win 10 which you can use in a new machine.
"on that device" with no respect to license typeOnce you upgrade, you have Windows 10 for free on that device.

The free upgrade offer will not apply to activation of Windows 10 in such scenarios where hardware changes reset Activation.
