I have used Sticky Password for a few years now and really like it. Although I keep the SYNC option turned off and store my passwords and information locally. In the settings for syncing it gives you the options "Cloud" "Wifi and other local networks" or "Disabled". So you can disable that feature if you don't like it or feel secure using it.

Here's a link with information regarding Sticky Passwords security. Secure Password Vault Encrypted Using AES-256 + Biometrics | Sticky Password

Hope this helps.
