After the January 2019 Windows update lots of problems

No start button, no search, sound is off, can't get to control panel, etc. Anybody able to help?

With so many serious problems I would suggest that you save any important personal documents and perform a clean install.

There might be other ways but it would take way too long to fix it when compared with the time to reinstall Windows.
