Are both devices connected to your Google Account you own?

Have you 2 Step Verification enabled on your Google Account with a Strong password using characters, digits and symbols?

From the first screenshot it is clear that someone else is currently logged in to your Google account.
You have to secure this account by changing the password and as @Spawn says, using two-factor authentication.

Originally they were all connected. Ive since deleted that account and tried creating new accounts. The hacker has infected every one of them. I don't even use WiFi anymore. I've tried all different names and passwords.

Sorry, passwords and he can listen as I enter things. He also has a Graff sort of thing that goes up and down depending on the number I enter.

Add an extra layer of protection. After you have created a password, you can add an extra layer of security by enabling two-step verification. If you activate two-step verification, when you sign in to your Google Account, you have access to your phone, and you have to enter the user name and password. This means that if someone steals your password, the attackers still can't access your account because they don't have your phone.

I'm sorry you guys, but I really really have already done all of that. The hacker has changed all of the versions of the original built in apps and he has permissions and certificates for everything. I'm not exaggerating when I say that there are over 100 certificates down loaded on my phone. I can't remove them. They are builder versions. Its slipped my mind right now what
.

Have you followed these steps?

- Hard reset of your phone and restore to default settings of your router.
- From your PC (not from your phone), change the password of your Google account by choosing a very long and complex new password.
- Install a good antivirus on your phone.

As far as I can advise (and understand), follow @tim one instructions for

Scan all networked devices including Smartphones and Computers with a trusted Antivirus software or ESET Online Scanner (Free).

Resetting your Phone/Hardware
Remove all Devices from your Google Account
- Manage account security settings - Accounts Help
Remove all unknown Connected Apps/Services
- Apps connected to your account - Accounts Help
Reset (following Forgot Passwords instructions) your Google Account password from a trusted PC or iOS device
- Change or reset your Google Account password - Accounts Help
Enable 2FA
- Turn on 2-Step Verification - Accounts Help
Use LastPass Authenticator or Google Prompt for 2FA Verification

Further assistance cannot be provided if these steps are not followed. Make sure you do these, instead of skipping or saying you already done them.
