If we knew the solution we would post it, but after looking online it's difficult to find any answers.

This is a longshot and I cannot guarantee it will solve your issue.
  1. Backup local device files
  2. Settings > Accounts > Google > Disable sync options for Chrome and App Data.
  3. Reset your Chrome sync - Chrome Help
  4. Enable device Encryption
  5. THEN Factory Reset
  6. Create a new Google account
  7. Add your old Gmail as secondary in Gmail only

手机上不容易感染病毒,安卓装杀毒软件系统会被拖得很慢。

Mod Edit - Translate (Google)

"The phone is not susceptible to the virus , antivirus software installed Android system will be towed slowly."
