It is advised to take all reviews with a grain of salt. In extreme cases some reviews use dramatization for entertainment purposes.

You (or the tester) made a mistake...after the maximum setting in HIPS,it should have been OK,than OK to close the settings...not OK,and test if IE's opening is trigerring some sort of pop-up from Avast...(01'.22 min-01'.55 min)
