I suggest if you are a basic user WIndows firewall provides adequate protection. But if you are looking forward to fancy names and typical processes you may try third party software like comodo or zonealarm being offered for free.

Windows Firewall, the most important reason is third-party firewall network drivers cause a lot of problems on Windows 8.1
We have had several posts within the last month about third-party firewalls and security suites on Windows 8.1 blocking Windows Updates, apps, slowing down web browsing, slow torrent speeds, performance issues, BSOD, etc. that should be enough to convince anyone to only use Windows Firewall.

If you used Windows Firewall with Windows Firewall Control to control in/out connections. It's the firewall's job not the crappy HIPS etc...

I agree with @illumination, which also answers your question @ifacedown about compatibility with Windows 8.1 since you really wouldn't need a free 3rd party firewall since Windows Firewall provides 'sufficient' protection.
Free does not always = better (..except that it really does with Windows Firewall in 8.1!)

This looks very much like PrivateFirewall!

It was a Privatefirewall clone but Webroot discontinued it soon after it was released in 2008, it doesn't support Windows 7 or 8.
