well, here is the thread about it, with the download link
Hard_Configurator - Windows Hardening Configurator
you paste the folder inside your windows folder, and then you click on the exe file, and choose what you want to enable. there are good explanations that come along with it.
basically, the hard-core options are on the left, and the easy stuff is on the right.

The single most important tweak is to disable win script host, because scripts are usually the weak point of any AV.
