When I tried testing this when it released I had the same issue so I just left it thinking it's a beta issue and they'll fix it.

Weeks later I try my luck again today and nope.

I've re-installed which didn't help. Restarted.

Any idea on why or how to fix this? I can't test it otherwise.

Welcome to the club :p http://malwaretips.com/Thread-AVIRA-12-beta-test-has-started?pid=20847#pid20847
It's a BETA bug..........It's not your fault.I've reported the problem on their forums on 8/26/2011 ,it's sad to see that they didn't fix the problem yet.
The BETA forums also have a few open threads in which the user complain about this problem. You've downloaded the latest version right? AV 12 Premium Security Suite 12.0.0.751 (EN) ?

Well the only main solution is you need to download the latest VDF zip file and manually update it. Since its a bug for Avira 12.

Or try this solution, to see if it will work :

Go to the host file and add this.

Code:
62.146.66.187 personal.avira-update.com personal.avira-cdn.com
80.190.143.232 personal.avira-update.net
80.190.143.229 perspeak.avira-update.com

Strange in my BETA downloads I don't have a 803 build, the closest one is AV 12 Premium 12.0.0.809 (EN) ....

You can try James's solution - http://malwaretips.com/Thread-Can-t-Update-Avira-12?pid=22627#pid22627 ....just to see if it will work :p but it's obvious that at this point Avira 12 has some major bugs...so a malware test is the last thing that they need..
