Use the software restriction policies of your Windows Pro. Apply them except admins so you can still install eveything using right click "run as admin".

on both computers? If so I would take out Trafficlight, Emsisoft is more superior in terms of protection & privacy. If it's not, ignore this piece of advice.

No, it's not. The Captain could also use Chrome:flags to "anonymize local IPs exposed by WebRTC".
Re: Popup blocker - uBO used in medium mode will eliminate most of these and there are a couple of small lists you could add as well.
