Advice Request CCleaner's "Safer Browsing" - Is False?

I like a clean system, it has nothing to do with safe browsing as the cleaning is done after the browsing is finished.

So if you didn't clear your browser history and you didn't erase your cookies and then you browsed the internet again you would be no less vulnerable, is that correct?
