Chrome install prompt : Mimicked or Genuine?

I was browsing for some news and stumbled across this on The Independent News website. I was notified by a prompt that looks to be from Google Chrome.

Would this be coded for the website to show if using Chrome (w/ User Agent ofc) or something that could be exploited for malicious purposes?

That popup isn't from the Google team or a cyber criminal, The Independent has coded their site in order to show to their Chrome users that toolbar.....
You can check at any time a site code just by using CTRL + U and basically view their source code.
I've highlighted the code that delivered that pop-up for this specific site.

As a side note I must say that I find this pop-up very annoying and unprofessional. :)
