Every now and then I get a message like this. For example, I can't go to Bing without triggering a webcam alert. It happens with Google Hangouts for me, but not Gmail.
It is normal behavior for Chrome. This can be seen when you have SpyShelter installed, and you make Chrome a restricted app. You will get prompts for webcam.
I think it can be due to Chrome based browsers want to have access to devices like mouse, camera and microphone so Google services like e.g. YT, Gmail or sometime other third pages (chat, video conferences) that you open using Chrome want to use such features . but if don't want to allow using camera/microphone at all you can do this in Chrome settings in section "advanced" what is described below Google Chrome - Use your camera & microphone
Of course if have tool like SpyShelter or similar (HIPS/BB module) you can also manage such access.
