yes, and when you know than the recommended setting for the sandbox is restricted or untrusted, it make CIS strong.

Many programs won't working in restricted/untrusted. I agree with you but I think comodo does the right thing with Partially limited, Limited would be better and since people aren't willing to learn few basic stuff there is no other good option than Partially limited .
 
Sandbox from Comodo yet useful, especially the file will work only on that environment (sandbox) and it will be disappear once it was cleaned from sandbox.
