Can you open Command Prompt from (Win + X) or (Win + R > Type "cmd" (without quotes) > OK).

Does cmd.exe found system32 folder?

sounds like some OS corruption maybe ?
have you had a recent infection ? I know this is not "always" the cause
but often is the culprit.
Try a refresh of the OS if your system is infection free.
