doesn't windows firewall and/or a home router do that sufficiently well?

Yes - if you are behind NAT router at home behind a properly configured\capable NAT router.

Behind a capable NAT router, you have to set-up port-forwarding for the security soft firewall for "Stealth Ports" and the firewall to be relevant.

If you use public wifi then it is relevant\important - and it is conservative to assume that the public wifi hotspot\router isn't properly configured.
