If you updated to 1903, you could try uninstalling Comodo and then reinstalling it. Some say this solved the problem for them. (reboot in between, of course.)Just started this behavior after enabling HIPS (Training Mode) anyone had the same issue?

Before uninstalling, you can export your config and your trusted file list. The only thing you will lose is your customized trusted vendors list, if you customized it. Just take screenshot or two, and replicate it after reinstalling.
Did you try @Andrew3000 solution below?I tried all of this. It seems to be a bug with HIPS.

I think that Safe Mode is better than no HIPS at all, I opted for this solution for the moment.I did everything. Now i'm running without HIPS enabled.
