Just started this behavior after enabling HIPS (Training Mode) anyone had the same issue?

If you updated to 1903, you could try uninstalling Comodo and then reinstalling it. Some say this solved the problem for them. (reboot in between, of course.)

Before uninstalling, you can export your config and your trusted file list. The only thing you will lose is your customized trusted vendors list, if you customized it. Just take screenshot or two, and replicate it after reinstalling.

I have the same issue If i put HIPS on training mode but, if i switch to safe mode or turn it off it doesnt flicker.
I'm running Windows 10 1903 and the latest version of Comodo.

I tried all of this. It seems to be a bug with HIPS.

Try uninstalling Comodo FW and maybe all of your problems will clear up, including your high CPU. Emsi + OSA + SysHardener = more than enough.

I did everything. Now i'm running without HIPS enabled.

I think that Safe Mode is better than no HIPS at all, I opted for this solution for the moment.

Yeah, I have the same thing now and again. Fresh install of CIS too.
