computer cannot access internet

My sister's computer won't connect to the internet, or allow malware bytes and avg to run a complete scan. there's a no active firewall alert at this point, i don't know if there was any firewall when the problem started, but i do know that the free trial of mcafee is expired.

Before we start:
Please be aware that removing malware is a potentially hazardous undertaking. I will take care not to knowingly suggest courses of action that might damage your computer. <h3>STEP 1 : Start your computer in Safe Mode with Networking and try to connect to Internet. </h3>
<ol><li>Remove all floppy disks, CDs, and DVDs from your computer, and then <>restart your computer</>.</li>
