Battle Cookies - can they be protected?

As a general principle I regularly use Ccleaner to delete internet dross (which includes cookies)
There's an issue with Halifax (bank)'s new security.

They need a pre-loaded cookie, else they send a one-time code via mobile phone to complete log-in, which is useful on a laptop or tablet, but a nuisance on a home-based pc user.

Simple solution would be to protect the cookie file. Can this be done, if so, how?

Anyway, I recommend the ccleaner. One of the best.
