I usually use to uninstall software Revo Uninstaller Free, though as it did not appear CyberGhost Free,so I normally uninstalled from the Control Panel. It is possible that there is some remaining traces to be removed as Internet certificates or other?

When you do not use an third party uninstaller it's high likely that there are regkeys , folders and in Some cases program drivers left over after uninstall. There are free tools like autoruns , process hacker and Search everything that Will scan and Find the items mentioned above so you can delete them. But on a Side note ; you Will need Some degree of computer knowledge to use these kind of programs because it cam involve removing resgistey keys and sometimes files in Windows operating folders.

@Herofday IIRC CyberGhost Free is x64, Revo Uninstaller Free only shows x86 programs to uninstall. For Revo to show x64 as well, you need the paid version

Use Iobit Uninstaller for example. You can reinstall Cyberghost and then remove it via Iobit Uninstaller (its free and you can use the portable version)

There are no perfect third party uninstallers but majority can removed almost on the traces. Better yet make a manual search from the familiarity of the program where files and regkeys deployed.
