FBI Virus Android

I've managed to start my phone in Safe Mode, however i cannot uninstall the app cuz the tab is greyed out. When i go under Device Administrators, the only option there is something that appears to be legit. Its called the Android Device manager. How in the ^##$ do i get rid of this thing without erasing everything on my phone. I have an important App for work on the phone that i can't just redownload easily

Spoil alert.... I saved it from a brick to a working phone....

Factory reset....
