Hello irritated7,
So at this point you can boot into Safe Mode or Normal Mode? And while the computer is booting you can't use the arrows to select Normal Mode right?
Did you try to use a different Keyboard?

I can't boot into either of those modes. When I let it go ahead with the repair option it takes me to the screen where you choose your profile. Min isn't there. I've tried a different USB keyboard, but it did not work. I don't think my tower has a PS/2 port either.

My keyboard will be the death of me. While the computer is booting, it says to press F2 to enter setup. No matter how hard I try, or how long I press, it will not go to the setup screen. Beginning to think my computer is completely trashed now.

You can't use the keyboard at all... Not even at first when the manufacturer logo is displayed?

I have a Dell and when that logo appears, it says in the upper corner to press F2 for setup. It will not let me into it been by spamming the F2 key. The weird thing is, I can get into F8 screen with no problems. Technology is going to drive me insane.

My arrow keys will not work when I get to the F8 screen. I've been at my computer for 30 minutes to trying to get them to work.

Have you tried another USB port? You don't have a PS/2 port right?
Another thing you can do is to check your BIOS settings (but this is a long shot.. )..Turn on your computer and press the Delete key to enter the BIOS. Go to the Integrated Peripherals menu and make sure both Onboard USB Controller and USB Keyboard Support are enabled. Also try Legacy USB Support if that option appears. Exit the BIOS, saving your changes and try to see if it work.

IF you still can't properly use your keyboard than I think that a system restore is you best option here (Please note that you'll lose all your personal files)... - http://malwaretips.com/Thread-How-to-access-Dell-System-Recovery-Partition-Hotkey-Instructions
Another alternative is just to bring the computer to a repair shop
