Windows Firewall.

If you're still not satisfied then use WF with Windows Firewall Control. You don't need to use third-party firewalls in Windows 8/8.1. Windows Firewall is enough.

Default settings are enough for non advanced users; true you can use some window firewall outbound notifiers programs like others suggest you. In my case, i use it by default; i don't need to control outbound connexions
