Thanks for sharing your knowledge and experience with me, I'm new to the tech arena and do appreciate all the input provided.
My PC is infected, got hit by the Tech Support Scam and now I can't get to the boot options. Tower turns on, but monitor stays in sleep and nothing to keyboard. Win 7, 32bit Dell PC from '07. Old, slow, outdated dinosaur, but has extremely important legal data that I must access imediately.
Any help??

What you can try is make a live DVD/USB with a Linux Distro. Boot from the Distro, don't install the Linux distro but use the live desktop. When booted you can access all your files and folders on the harddisk and copy the files to USB.

Thanks for all the welcomes, definitely appreciate them!
Still working on the PC, looking into several suggestions and ideas provided here. I will update as things develop, if any new ideas come up, I'm open to anything. I'm planning an upgrade within next 3 most, trying to put all $ into that vs spending to fix this, so cost is def a factor.
