How to disable Windows 10 web search on 1903?

I just build a brand new Ryzen gaming rig and got Windows running with all the latest Windows Update and motherboard and gpu drivers, but I can't disable Web search on 1903. I tried 1803 solutions on the net but no work. help.

That work after I reinstall Windows for the 2nd time. I don't know what happens but this solved my issue.
