Just go to the "envelope icon" in top right conner of the forum and select: Start a New Conversation

if you want to send to a certain individual, click on that persons nickname, then select profile and you can send a PM from there too.

Many users here have PMs blocked, some even profiles.

In that case, start an offtopic, type his username like - @128BPM - a drop menu should appear, just click on his name and ask him to contact you in that post.
