Advice Request I think that I found a bug in Windows 7 but I am not sure

I faced a problem with Windows 7 and I think it's a bug. Here is the video:

ran the steps on a win 7 32 bit home edition (clean, no updates no service pack) via vmware and recreated the same scenario.

somehow sceptical of trying on my host machine tho....

I would think this as a big bug. It just changes the theme.

The question I have how is that a bug and how does that effect your systems security?:huh:

It has no impact on security from what I can see/gather but how does one go about reporting such a bug as never reporting or needed to find how to report OS bugs.

Tried this on my real system but I didn't found any bugs. I was also able to recreate the same scenario.
