Windows Internet Explorer 9 (IE9) is a version of the Internet Explorer web browser from Microsoft. It was released to the public on March 14, 2011.[6] Microsoft has released Internet Explorer 9 as a major out-of-band version that is not tied to the release schedule of any particular version of Windows, unlike previous versions. It is the first version since Internet Explorer 2 to not be bundled with a Windows operating system, although some OEMs have installed it with Windows 7 on their PCs, as well as new Windows 7 laptops. Internet Explorer 10 (IE10) is a version of the Internet Explorer web browser released by Microsoft in 2012, and is the default browser in Windows 8. IE10 expands on Internet Explorer 9 functionality with regard to CSS3 support, hardware acceleration,[2] and HTML5 support.

On 12 April 2011, Microsoft released the first "IE10 Platform Preview", which runs only on Windows 7 and later.[3][4] While the second platform preview was also available for Windows 7 and later, the next four platform previews ran only on Windows 8. The first preview release came four weeks after the final release of Internet Explorer 9.[5] IE10 reached general availability on 4 September 2012 as a component of Windows Server 2012. A preview of IE10 for Windows 7 was made available for download in November 2012.

Just to point out, IE10 for Windows 8 is different from IE10 for Windows 7 and Server 2008 R2.

IE10 has the addition of a Spell Checker (Manage Add-ons).

Haven't tried Internet Explorer 10 so I can't say anything there, but IE9 has to be the best version of it so far (opinion). Only thing that I think let's it done the most is not having a built in Spell Checker in version IE9.
