i have a filter on my pc for parental controls and i know how to bypass it and i want to know is it safe to disable the following gpedit services.msc and hide administrative tools in the control panel as i had alot of browser issues i dunno whether it was for this or just using privazer to much

Such won't be effective for someone who knew how to reverse the effect. If others are using your PC, better let them use a limited user of a guest account

There are numerous tools to lock any important folders with password protected like in this link:

Let's assume a typical user could not hack nor brute force then its should be sufficient, a process should be very knowledgeable and making time consuming to access unintentional.
