Is RegOptimizer an IObit product?

    Upon visiting IObit's newly redesigned website, I notice the Partnered Programs at the base of the webpage:


    Example for at the top of Windows8Forums website (which is partnered with IObit) has this advertisement:


    In which I get redirected to this link:


    I re-visited to look for the this RegOptimizer software, but wasn't listed. I clicked on Instant Scan and a file was downloaded, knowing it won't be malware I uploaded to VirusTotal just to verify.

    Question: Is RegOptimizer an IObit product?

    I found the product on another site and found that the creator was IObit
