I have a problem with Kaspersky Anti-Ransomware Tool Home.
If I close the program and then reopen it, it uses a lot of cpu and disk for no reason.
It continues like this until I restart the computer or for several minutes.
Does anyone know how to solve the problem?

What is your main AV running beside Kasperksy ART ?
You can try to set exclusions inside settings of your AV...

It could be a possible conflict with the main AV.
Try uninstalling your main AV and see if the problem persists. If not, reinstall your AV and try putting Kaspersky Anti Ransomware in the exclusions.

24% his not much CPU, is what KIS (I have it in my system) consume when it's scanning the disc.
So I suspect Kaspersky is running and cannot terminate some task.
Exit F-Secure, run Kaspersky if we do the job and terminate his because exist some conflict with F-Secure, if not we will find some other suspect.

Sorry for my bad English.

My KIs scanning the system, more or less the same amount has yours;
