Troubleshoot Locked Short Scroll-Bar on Internet Explorer 11

Briefly explain your current issue(s)
When IE11 goes to webpage that uses a short vertical scroll bar the browser is locked; the short scroll bar will not move up or down - but instead - is locked in place.
Steps taken to resolve, but have been unsuccessful
Not sure what to do in this particular case.

Anyone experiencing the same issue with IE11 after Patch Tuesday, 05/12/2015 ?

Windows Updates installed a bunch of KB updates automatically - I think most were "optional."

IE11 locks only when a short vertical scroll bar is present - if it is the long one, then the scroll bar can be moved vertically.

Weird quirk... just started "out-of-the-blue."

Ps: Could you try unchecking smooth scrolling in IE options>>advanced:

How small (short)?
If this short it's working fine here

It happens when scroll-bar is perhaps 2" or less.

I tried disabling smooth scrolling. Will report back...

Funky Windows update related issue - I'm fairly sure, but then again I could be completely wrong.

Let me see what happens...
