Things I'd suggest doing:

• Set User Account Control to Always Notify
• Add a second opinion scanner such as Zemana Antimalware, HitmanPro or Norton Power Eraser
• I'd suggest switching to a more secure browser such as Chrome or Firefox and adding HTTPS Everywhere and an ad blocker such as uBlock Origin or Adguard to it
• Use a password manager such as Lastpass or Keepass to generate and store unique passwords for each account
• You could add a second real-time solution such as Xvirus, Voodooshield or Comodo Firewall to bolster Windows Defender's defences

Have you considered moving to Windows 10?
I would suggest elevating UAC to max.
What do you use for backups as you should implement some type of system & data backup solution.
Consider the Chrome extensions already suggested as well as CCleaner or Privazer.
