malware, not working app manager : absolutely emergency case

some weeks alone with my brother and now the second laptop almost dead.
I am beginner in everything about system, registry...I can use email programmas, office,internet for searches of facebook.
No I open my laptop today I get warnings, I cannot open my Windows 8surface either any app. My norton full program(legal bought) is also not installed?? Desktop full of ...I don't know, seems from everything sth.
