Qihoo has many servers abroad in countries like the one you mentioned, US, Taiwan, etc. It probably checks each server and uses the one best to suit your geo location. You can see how many it connects to just by using something like Glasswire Firewall. Malwarebytes web blocking is overly aggressive in my opinion and the IP can be added to exclusions list. Bangladesh was one of the countries it connected to for updating when I tested it with Glasswire Firewall (it's recommended by Qihoo so I just used it).

OP may be unsure on whether to trust the connection or not. As it's also blacklisted by SpamHaus, SpamCop, PSBL, CBL_AbuseAt and MegaRBL - See IPVoid.com Results (27.131.14.10 IP address information).

That is why you don't use both in real time.

OP should add exclusions for both software, if not already done.

Add the process C:\Program Files\360\Total Securit\LiveUpdate360.exe to Web Exclusions in Malwarebytes Anti-Malware.

Do not worry about potential security risks, it is certainly impossible that this specific antivirus would perform any malicious actions.

Consider also adding the processes of Malwarebytes Anti-Malware to 360 Total Security's exclusions to avoid any other conflicts, as it was suggested by other people in this thread.
With the correct configuration (exclusions for each other, mostly), you should be able to run both these applications at the same time.
