My question is why didn't russia see this on satellites or any tracking device they have? They, must have got some kind of warning way ahead of time to where they would have been able to shoot this thing down. Before any damage.

I think we were blind to it.
Besides, if no radio signal is given off by a meteor/comet/dead neutron star, then we will only see it when it is too late.

That meteorite was been considered on some cases from asteroid run through orbit however its just an another isolated event.

The asteroid is no longer to be in Earth as struck.
