Windows 11 is set to gain a new feature that will boost CPU frequency in bursts when initiating high-priority tasks to speed up app launches and system responsiveness.

The feature boosts the CPU to max frequency for between 1 and 3 seconds whenever the user attempts a high-priority task such as opening an app or system flyout like the Start menu.

When enabled, the boost can reportedly result in up to 40% faster app launch times for in-box apps like Edge and Outlook, and up to 70% faster launch times for interfaces like the Start menu and context menus.

Installed.
LLP isn't available on my PC yet.
I checked with a quick test.
I could force it to enable using ViveTool, but I won't,I'll just wait patiently.
I installed the update when it came out and also enabled the feature using vivetool.
File Explorer now appears to launch a bit faster. Otherwise, I don't notice too many differences. I haven't tested extensively though. But then again, as I said in the earlier comment, most of the slowness experienced by me comes from Microsoft Defender and after installing ESET a week ago, my PC became smooth again. Maybe Defender users will notice a bigger difference with this update than other third-party lighter AV users. Theoretically, the higher burst in CPU frequency should make Defender's analysis faster too.
