From Softpedia

Microsoft has released a new Windows 10 cumulative update for systems running the Anniversary Update (1607), but the company hasn’t provided any release notes, so it’s hard to tell what exactly it’s improving.

Windows 10 cumulative update KB3199209 is now available for download via Windows Update, and Microsoft isn’t saying a single thing about it, even though interest in such updates has been fairly big lately. There’s no KB page just yet, and the Windows 10 update history page hasn’t received an update, so there’s absolutely no info on it.

But even so, users are strongly recommended to download and install this new cumulative update, and until now, there are no reports of failed installs or any other issues experienced after deploying it. But as always, it could take a while until more users get to install it, so we’ll be keeping an eye out on reports to see if there’s something wrong with it.

Botched cumulative updates
The latest cumulative updates released by Microsoft have caused problems on quite a lot of computers, and in most of the cases, they failed to install with error messages that said almost nothing about what went wrong. Microsoft investigated all these complaints and released fixes, but even so, there are users who’re still unable to install cumulative updates.

In the case of KB3199209, Microsoft might be trying to fix issues that users have been reporting with previous cumulative updates, as the download size is quite small. For example, the x86 version of the update is only 5.1 MB, while the x64 package is 11.2 MB big.

What’s also surprising is that this new CU does not require a system reboot, which isn’t something you’d normally expect from a cumulative update, but hopefully, everything would install successfully for everyone out there.

We’ve also contacted Microsoft to see what’s new in this cumulative update and we’ll update the article should we get more information. In the meantime, you are recommended to install it anyway because it’s likely to bring fixes refining the performance of the OS.

My computer updated with this and now I can't get internet. It's not even picking up my router. On the 13th, it also "updated" and I had this problem. I did a system restore and it worked and then this morning I see that it's updated and no internet again! Grrrrrrrr

Me too. I think I want to prevent it from automatically updating, at least until I have a tech savvy person check it out for me.
You can make windows update only when you want from group policy if you have windows 10 pro+

Thank you!:) I will surely do that. Do you think it's this update that keeps screwing up my internet access though?
I don't have this problem but i wouldn't be surprised. Windows updates sure create issues often this days. Disable updates and if issue comes back then you will know it's not them.

Thanks a lot! I'll try it. It's restoring right now so I'll say if it fixes it.

Hi again, I did system restore and now I have internet access again. Now, I'm re-installing the update and watching it to see if the same thing will happen.

Thanks man for the heads up, going to dig into this now.
::EDIT::
Yep, in the various locations where apps are stored I had to re-delete the 2 advertising folders.
MS is trying to get sneaky ;)

Update :

according to the KB page that finally went live only a few minutes ago, KB3199209 is nothing but a servicing stack update for Windows 10 Anniversary Update (version 1607), and you can see it for yourselves if you download the update manually and closely look at the included files.

“This update makes stability improvements for the Windows 10 Version 1607 servicing stack,” the official description posted by Microsoft on the KB page reads.

Since it brings only minor improvements to the servicing stack, a reboot is not even required, as services that are affected can restart on their own without affecting system stability or performance.

No errors reported so far
The best thing, however, isn’t necessarily the fact that you can install this cumulative update without rebooting the computer, but that you can actually install it. If you’re a long-time Windows 10 user, you probably heard that there were plenty of users who experienced issues with the previous cumulative updates, which in most of the cases failed to install with vague error messages.

Microsoft attempted to repair them all, but despite the fixes released by the company, some users were still unable to get these updates installed on their computers.

Fortunately, everything seems to be going smoothly in this case, and there are no reported failed installs, but it goes without saying that this was something to be expected since it’s just a super lightweight patch. The same thing, however, should happen with future cumulative updates too, so hopefully, Microsoft finds a way to ship flawless updates to Windows 10 users in the coming months too.

As usual, you are strongly recommended to download and install cumulative update KB3199209 because it includes fixes that improve the general stability and performance of the system.

Yeah, they just forgot to list that they are making sure that their Advertising folders are repopulated.
I don't think it is something exclusive to this update though, I bet all, or certain updates it looks for
missing files or folders MS wants to remain and adds them if needed.
I have found "so far" 3 areas where MS keeps copies of the default apps and 2 of them are hidden from
the user.

I really miss the time when Microsoft was different from the "Google thing", and i guess that, at the current times, we can only trust linux distros.
