It is a new settings feature for me; never noticed since the last time I checked Microsoft store settings.

I have already; just providing this piece of information for who did not notice to disable it too.
 
There is no way to avoid Microsoft telemetry if they want it, other than not using Windows. Windows is closed-source, as long as you connect to internet, they can find a way. There is no existing third-party firewall that can block how it sends telemetry from the kernel, or find it if Microsoft obfuscates it. Every update can change how it gathers it.
