You are free to create as much threads as you want. It's not necessary to make your profile page fully complete first or to reach a certain number of posts goal to be able/allowed to create threads.
But a common thing to do for new members, next to introduce yourself like you already did, is creating a thread to share your config here: Security Configuration Wizard
