PC seems infected in a non intrusive manner (taskmngr)

My PC seems to be infected like the title says in a nonintrusive manner, but I cannot open my task manager.

The error "Windows Task Manager has stopped working" is what I get when I try to open task manager.

Programs used to eradicate this issue that proved no use and found no issues:

Malware bytes
Rkill
hitman pro
emisoft

I'd say a year and a half ago.

Your computer isn't infected. This is something else.

Caused by malware, I'm guessing it's still entrenched somewhere? Any way to fix this? What could it be?

Not sure. I would reinstall my system in this case.
