it also have desktop and mobile version if you want to take this editor anywhere offline, some filters have to be downloaded manually tho but don't worry it is always free.

I installed Pixlr Essentials (on desktop), the free versions allows:

• Effects, Overlays, Borders
• Fast Edit Tools
• Refine Tools
• Stylize Effects
• Stickers

Pixlr Express may have a few extras, and vice versa for Essentials. I have yet to use the Editor.

If you want to edit your photos rapidly then Pixlr is an excellent software. It is more useful for non professionals than any other photo editing software i guess. The best thing in that It can be used on PCs, and on smartphones or tablets using a mobile app.
