I think none of the popup blocker can block popups coming from the sides.popup blocker (strict): can block popups that all other can't block
ublock origin with: uBlock Filters + also helps to block some sophisticated popups

uBlock Origin has cosmetic filtering on by default and it still cannot block.But I leave it as I'm not frequenting the siteyou are wrong. It's not a popup and a popup blocker will never be able to block that kind of thing
the only thing which can block it is adblocker using cosmetic filter. The filter can only apply on 1 website only. You have to block it manually or request the adblock filter developers to add it to their lists

Yes, you can use uBlock Origin's Picker-mode to do thatuBlock Origin does it all with the Picker-Mode all works well no issues so far.
Just have a restricted Site behavior anyway:
1. Neowin
2. MalwareTips
3. heise
4. chip
5. n24
and so on
all other sites I visit under my new Test VM via Bluestacks and Firefox Focus.
