Troubleshoot Potential VRAM Problem

My PC's VRAM is not working when playing games e.g I'm playing PES 2017 it's so so so slow and it's like a damaged CD and I can't play

And It's Internet connection it's heavily damaged I restated it after forgetting my password and someone helped me and left me with trouble now it's performance is below 3.2 HELP

Then try downloading it from another computer that doesn't have an internet connection problem, transfer the program via USB flash drive, and reply back...
