You can get PowerArchiver 2010 Free from Softpedia.

Older version but is not limited in features.

However I doubt this program can offer anything that you can't get for free from HaoZip, Bandizip or PeaZip.

Of coarse they are safe, I have use both, HaoZip it is a free full featured comparable to WinRAR but even has more features like virtual CD drive.

Bandizip has less features than HaoZip and is lite but is enough for most users.

Both are listed on Softpedia and are 100% clean.

What's a good competitor, WinRAR?

I think the only competitor that can get near PowerArchiver's all features is WinZip...but

Good :
- It opens installers like 7zip does, and I think PeaZip does too
- It has really good burning solution
- It has good encryption suite
- It can integrate to the most popular cloud storages
- It can open and extract rar5
- It's good looking and very stable and fast comparing to previous versions

Bad :
- It costs money
- It's a combination of for example : 7zip, burnaware, filezilla, aes-encrypt and some free backup solution
- There is a free programs to cover all it's features

and conclusion, It's really good software but it costs money
For archiving I prefer 7zip, it covers all my needs
