Do you mean Open-source or just Freeware?

Inkscape is an open-source vector graphics editor, available for Windows, Mac and Linux. -- Similar to Adobe Illustrator

GIMP is an open-source raster graphics editor, available for Windows. -- Similar to Adobe Photoshop

Expression Design 4 is Freeware by Microsoft, now discontinued but is still available for Windows at no cost.

I've used Design 4 and currently experimenting with Inkscape.

You can create mock-up designs with any graphics editor. If you're looking for a program that creates a working product, then the software above may not be ideal for your purpose.

Well @Malware Test hasn't replied, despite using the Open-Source prefix. @OpenSecLabs wouldn't it better to use the more up to date software, CS2 is very old and may lack features available in modern day software.
